DSWD Northern Mindanao Office freezes 4Ps payouts over technical glitch

CAGAYAN DE ORO CITY – The Department of Social Welfare and Development in Northern Mindanao (DSWD-10) has frozen the payouts of the Pantawid Pamilyang Pilipino Program (4Ps) program at 21 municipalities in the region, citing “technical glitches” between the DSWD and the issuing bank, Land Bank of the Philippines (LBP).

In his letter to DSWD Field Office 10, Edgardo Micayabas, chief executive office of FICCO (First Community Cooperative) disclosed that it cannot proceed with the pay-out because his IT team and LBP are still in the process of configuring the registration of the beneficiaries, one of the requirements of LBP’s Regional Bids and Awards Committee for them to issue notice to proceed, purchase order, and release funding for FICCO.

FICCO is a conduit of LBP for the cash grant distribution of 4Ps beneficiaries.

A total of 21 municipalities from the provinces of Camiguin and Misamis Oriental and one city of Bukidnon, are affected by the postponement. The towns include Catarman, Guinsiliban, Mahinog, Mambajao, and Sagay of Camiguin Province; Kitaotao, Cabanglasan, Libona, and Malitbog of Bukidnon; Alubijid, Balingoan, El Salvador City, Claveria, Gitagum, Initao, Kinoguitan, Libertad, Lugait, Manticao, Naawan and Sugbongcogon of Misamis Oriental.

Prior to the stoppage, DSWD had scheduled the payouts this month.

DSWD Field Office Regional Director, Nestor Briones Ramos, officially requested LBP Central Office for the immediate resolution of the issue with FICCO.

Payouts for 4Ps beneficiaries are set every two months.

Northern Mindanao has more than 270,000 households who are 4Ps beneficiaries.
